Ah, the great debate about Meta tags.....
Isn't actually much of a debate anymore. The common consensus in the SEO community is that the only meta tags that matter from an SEO perspective are the <title> tag and name=description tag. The <title> tag allows you to send a strong indication to the search engines as to what each page is all about, while the description tag allows you to write a nice short commercial for the search engines to pick up and display in their search results when they pick your page as one of the results they return from a search.
I must stress at this point, how important it is to have a unique title and description for each page you want to do well in the search engine ranking game. I often come across sites that use the same title and description on every page and they invariably do poorly in terms of ranking for search traffic. Spend the time to provide a unique, keyword relevant title and description for each page and you should see ranking improvement from that alone.
As far as the rest of the meta tags go....
The keyword meta has pretty much no SEO benefit remaining but does no harm as long as the words in the tag are also in the content on the page. All the other meta's have no SEO value but should still be used if they add value to the page.
